NCA to shut down DStv over price dispute

A sharp standoff has developed between the Ghanaian government and MultiChoice Ghana (DStv) over subscription prices. Communications Minister Samuel Nartey George has threatened to order the National Communications Authority (NCA) to shut down the company’s broadcasting license if it refuses to engage meaningfully on price reductions.

A Breakdown of the Dispute

The dispute stems from a demand by the government for DStv to reduce subscription prices by 30%, citing the strengthened Ghanaian cedi and consumer burden. The government set a deadline of August 7, 2025, after which enforcement would begin.

In response, MultiChoice stated that the reduction demand was “not tenable”, warning it could jeopardize service quality and employment. Instead, they proposed alternative arrangements, including freezing prices and halting remittances to headquarters—suggestions which the minister rejected.

When pressed again, MultiChoice clarified that no agreement on price reduction had been reached, contradicting earlier claims by the minister.

Regulatory Pressure and Committee Formation

Despite denials, the government moved forward with enforcement plans. Minister George confirmed that the NCA would shut down DStv services if the company continued to resist negotiations.

A stakeholder committee was formed, including representatives from the Ministry of Communications, NCA, MultiChoice Ghana, and MultiChoice Africa, chaired by the minister himself, to reach an amicable solution by September 21.

Why This Matters for Ghana

  • Cost of living pressure: Ghanaian households have increasingly expressed concerns about the affordability of DStv services—especially as the cedi’s value improves.

  • Precedent for regulation: No entity is considered above the law; the government is asserting its regulatory rights to protect consumer interests.

  • Broad consumer impact: A shutdown would affect millions of subscribers, local employees, and associated businesses in broadcasting and installation services.
